There are really not many scenarios for 4th Age in Rolemaster and MERP, I have used many scenarios for early 3rd age and late 3rd age, and changed references to the dark lord to whatever fitted the most in my setting.

Geography and Rule

  • Elessar is King in Minas Tirith, and trying to tie the realms once controlled by Gondor together, either by reinstating them onto the nation, or enroll them as a form of freestate under Gondor. Rohan is held as an independent allied nation as a praise to their deeds on Pelennor. Ithilien is a devided realm, there are an independent elven tribe living in the forests there, this is one of a few elven realms left in Middle Earth. Ithilien is a city state under protection of Gondor. Gondor have been devided in lordships, where the various lords (with titles showing what status they hold on the court of Gondor) are responsible for the daily politics. The areas outside Gondor which are not recognized as a freestate have a governor appointed from Gondor, this is usually a military man, and commanding the military unit placed to police and protect the area. These are usually set in key towns, or in fortresses that held an important meaning when Gondor ruled most of northwestern Middle Earth.
  • Shire remain independent, and is slightly more isolated than earlier. The road between Bree and Gray Heavens are almost not in use anymore, and the border patrols have been increased alot since the war of the ring and the insident with Sharky and the Bandits (refference to the Lord of the Rings books)
  • Bree continues to be a resting place for those traveling in the north, and is an independent city state.
  • Moria have been flushed by the dwarfs after Gimli returned with news about what happened there, and a strong garnison of dwarves protects the new Citadel. During the flushout was discovered some colonies of other underground races which have survived the time with the goblins, among these are Gnomes.
  • Angmar is a nation trying to get rid of the stamp as alied with Sauron, and is trying to stay neutral. They will not allow an army to march through their nation, but will not put obstacles for any adventurers passing through. They will not accept refugees to camp there in fear of being involved in a conflict.
  • The Northern Wastes are populated by independent tribes of various races, some are staying in fixed villages or cities, while other are nomadic.
  • Mordor is a land of turmoil, 5 Nazghûls survived, and all of them are trying to grab the power that Sauron once held. The Mouth of Sauron is also in this power struggle. While most Nazghûls captured different cities in Mordor, one of them went to Dol Guldur and claimed the thrown there and became a new Necromancer.
  • The elven halls in Northern Mirkwood are empty save from alot of artifacts.
  • Esgaroth (Lake Town) remain an independent trading town.
  • Erebor is a rich dwarven community.
  • There are several dwarven citadels in Iron Mountains.
  • Harad is mostly unpopulated, drained for most of its tribes after the war, the largest cities are still active, while the smaller have died out to be small ruins in the sand. The nomadic tribes have been repopulated by people from the smaller towns and from survivors of the war.
  • Umbar was virtually untouched by the war, though most of their fleet suffered, the umbarian fleet is rebuilding as rapid as possible, helped with trade to and from cities all the way from Drel in the far south to the Gray Havens in the north.
